Amanda Nobles is the Executive Director of Economic Development of KEDC. Having served in this position since 1990, she directs all aspects of economic development for the city, including primary employer retention and expansion, marketing, property development and sales, project financing, budgeting, and the creation of incentives for job creation and investment.
Amanda holds a Bachelor of Arts degree from the University of Texas at Austin. She is a Certified Economic Developer, Certified Economic Development Finance Professional, and graduate of both the Economic Development Institute at the University of Oklahoma and the Basic Economic Course at Texas A&M. During her career she also has been an educator, a petroleum landman, and Manager of the City of Kilgore’s Main Street Project to revitalize downtown.

Jana Russell is the Assistant Director  and Marketing Manager for KEDC. Having served KEDC since 2009, she assists in all aspects of economic development for the city and manages marketing and organizational development for the organization.  Jana has worked in economic and community development for more than 15years, serving communities through strategic planning, marketing and project management.  During that time she served American Electric Power Company communities as regional project manager, managing AEP prospect leads and assisting economic developers with local activities.  
She earned a BFA in Journalism at Southern Methodist University. Continuing education courses she has taken include the Basic Economic Development Course; Economic Development Institute;  Strategic Planning, IEDC; and Business Retention, IEDC.  She is a member of TEDC and the Southern Economic Development Council.
Jana is active in several organizations including:

She has authored and taught strategic planning and community assessment at the Basic Economic Development Course as well as Surveys and Community Asset Mapping at the Community Development Institute.

Stephanie Moore brings 17 years of experience as an apartment manager to KEDC, where she is responsible for office management and staff support services as well as property management.  During the last ten years in the apartment industry, she worked with Dial Equities Inc., where her properties consistently won awards for best net operating income and best renewal program, among others.
Before her career in the apartment industry, Moore worked in the plastics industry with quality control at Southern Plastics.   She attended Kilgore College and is a graduate of the Basic Economic Development Course.
